on there being no exemption from it. The watching is not the point. The symmetry is.

The original hand-annotated Bound Ledger sits in a sealed reliquary case
in the Archive of the Open Accord. Nobody may touch it without a formal petition. What follows is the
living register — the working copy, which is the one that actually governs anything.

The register
Filter by sector. Portraits are attached as each record is verified.
On the personal-effects notices. Every crosser was allowed thirty kilograms. Nineteen of it was issue — clothing, boots, documents, and something for the nerves. The remaining eleven kilograms was theirs, weighed on a scale and written on a form. The declarations that survive are filed here as lost property, against records nobody ever closed, because the forms were completed and the forms are the only thing that outlasted the people. Almost nobody used the whole allowance.

The standing exemptions schedule
The part nobody recites.
Bound into the same document as the creed is a list of locations to which the Ledger's coverage
does not extend. It is not hidden. It has never been hidden. It is simply at the bottom, in
smaller type, in the flat register the founding engineers used for things they considered obvious.
Everyone knows roughly where the gaps are. Four people know exactly. The song
Blind Spot — on The Rail — is four minutes set entirely
inside one of them, and both people in it are counting it down.
The unledgered. There are people who do not appear here at all.
Some by accident, some by four generations of deliberate arrangement. They have a song about it,
and they are not asking to be added.
